Short answer
KDP charges the 70% plan a delivery cost of $0.15 per MB on Amazon.com. A 2 MB ebook at $4.99 pays $0.30 and earns $3.28 at 70% against $1.75 at 35%. The 35% plan only wins when the price is under twice the delivery cost.

How it works
On the 70% plan KDP subtracts VAT and a delivery cost before taking its share. The 35% plan has no delivery cost.
Delivery cost = file size in MB x store rate (minimum per sale)
70% royalty = 0.7 x (list price - VAT - delivery cost)
35% royalty = 0.35 x (list price - VAT)
35% pays more when list price - VAT < 2 x delivery cost
Worked example: a 2 MB ebook at $4.99 on Amazon.com. Delivery is 2 x $0.15 = $0.30. 70%: 0.7 x ($4.99 - $0.30) = $3.28. 35%: 0.35 x $4.99 = $1.75. The 70% plan pays $1.53 more a sale, and 35% would only win below $0.60.

What is the KDP delivery cost?
A fee per sale on the 70% royalty plan, based on your file size: $0.15 per MB on Amazon.com, with a minimum of $0.01. KDP takes it off the list price, after VAT, before working out your 70%. The 35% plan has no delivery cost.
When does the 35% plan earn more than 70%?
When the list price, before VAT, is less than twice the delivery cost. Then 35% of the price beats 70% of what is left after delivery. A 12 MB book at $2.99 pays $1.80 delivery and earns $0.83 at 70% but $1.05 at 35%.
How big can my ebook be before delivery hurts?
It depends on the price. At $4.99 on Amazon.com, 70% keeps winning up to about 16.63 MB. A 20 MB book at that price pays $3.00 delivery, which takes $2.10 off your 70% royalty.
Where do I find my file size?
KDP charges on the number of megabytes it determines your book file contains, which it works out after you upload. Use the size KDP gives for your book rather than the file on your computer, and check it again after each new upload.
Is delivery charged in every marketplace?
Yes, each Kindle store has its own rate per MB in its own currency, from £0.10 on Amazon.co.uk to ₹7.00 on Amazon.in. Amazon.co.jp charges nothing for files of 10 MB or more.
How do I make my ebook file smaller?
Anything that shrinks the file lowers the delivery cost: resize images to the size they are shown at, compress photos, and remove fonts, images or pages the book does not use. Then upload again and check the new size.
Does the 70% plan apply everywhere?
Only to sales in KDP's 70% territories, and only at a list price inside each store's band ($2.99 to $12.99 on Amazon.com). In Brazil, India, Japan and Mexico the book also has to be in KDP Select. Sales outside those rules earn 35%.
